Financing the system of substiture family care in The Czech Republic
The substiture care in Czech republic is financially supported in many ways by government. This means financing the system as complex and as well by individual provision of state social welfare – allowances to the legitimate persons especially the substitute parents and children in substitute care.
Finally the support also includes the provision of various services for these persons, from management of preparing new substitute parents and their guidance through the process to the psychological and other help
Allowance forms:
Foster child allowance
The foster parent receives this allowance monthly and it should cover all the child’s needs (food, house, clothes, freetime activities, education costs)
Monthly:
4.500,- CZK for a child up to 6 years
5.550,- CZK for a child from 6 to 12 years
6.350,- CZK for a child from 12 to 18 years
6.600,- CZK for a child from 18 to 26 years
This amount is sufficiant but not enough if foster parents wish to provide the child complex care. The costs of a „normal“ child care in Czech rep. is in average 7.000,-
Foster parent allowance
Foster parent receives the foster parent allowance as the salary for their work and care for the child, if both foster parents are the caring ones, only one of them gets this allowance.
It can be compared to a normal employment contract as the time of being a foster parent is counted into the necessary time to get pension, for sickness leave and general health insurance as required by Czech laws.
Monthly:
8.000,- CZK for one child
12.000,- CZK for 2 children,
20.000,- CZK for 3 children or if at least one child is seriously handicaped, to a foster parent for interim period even though they are not currently caring of any child,
24.000,- CZK for at least 1 child seriously handicaped in foster care for interim period.
Fostering grant
The purpose of this lump-sum allowance is to contribute to the purchase of items necessary for a child who has just been placed in substitute family care. The fostering grant is a fixed amount, which varies depending on the age of the child.
8.000,- CZK for a child up to 6 years of age,
9.000,- CZK for a child between 6 and 12 years,
10.000,- CZK for a child between 12 and 18 years.
Motor vehicle grant
This grant is provided to foster parents who have at least free children in foster care. Another condition for entitlement to this grant is that the foster parents must not use the vehicle for gainful activities.
70% of the acquisition price of the vehicle or the repair price of the vehicle, as the case may be, with a maximum of 100,000 CZK
Foster care termination allowance
When the child becomes independent – which is either when they are 18 and do not continue studies or later when they finish their studies which is maximum till 26
25.000,- CZK
Grant for the performance of foster care for the persons entitled to social and legal child protection
It is defined by the law about social and legal child protection.
This grant is determined to cover the costs of providing help to foster parents, guardians, professional foster parents and costs of the supervision over the foster care in general
The foster families do not receive this grant into their hands, this grant is received by the helping organisations.
48.000,- CZK yearly for one foster family no matter how many children they foster
